A: Relays go bad once in a hundred years. Your 406 isn't that old. Peugeot doesn't make the relays themselves. Check to see if there isn't a small stick, or strong dried leaf that fell into the blower fan. Hey...it happened to me! edited later: How do you know the fan motor is good? Did you add 12 volts directly to it, under the dashboard? Did you add your own ground wire to that 12 volt source? Maybe the fan's own ground wire is not grounded, or corroded? I don't know if the 406 is grounded to the body, closeby, or to the fusebox. I have a 405, and my fan motor is grounded by a multi-pin connector. Use a test lamp or multimeter to test for 12 volts and ground at this connector.
