Q: same year, same options, same mileage, which one would you buy and why
A: both are good cars. knowing a lot of people with volkswagens i know they are very reliable cars. i don't know too much about cobalts but they nice little quick cars. one big difference is that if something goes wrong with the jetta 90% of the time you are going to have to take it to the dealer to fix it, because VW's are not meant to be taken apart, even changing the oil on some of them is a pain. the cobalt will be much easier to do minor work on yourself.
