A: The air condition in your car is design to absorb the heat out of the air around you in the car. with the top down it will still blow some cool air but its not going to cool it. About the water I'm not sure where in the car your getting this water. Water from your A/C running should be draining under car right hand side. If in the floor board your drain is stop up and around vents its condensation from cold air hitting the warm air.
