A: No, it needs a lot of work, this is a good fixer-upper but not good for a high school student. He says the battery needs to be replaced, that is a cheap fix, he probably would've already replaced it so I think it's something more than that. Also, I know from experience, I bought my first car because I loved it and it ended up breaking down all the time (I did learn a lot about car repair though)!
