Q: I just bought a 1996 Mitsubishi eclipse rs what should i do to tune it up what should i buy for it

A: Sell it immediately, and buy another car. Seriously. You bought the lowest, most underpowered variety of the Eclipse. You'll end up spending almost double the money of buying a GST or GSX, just trying to get to it's performance level. Also, you can't tune up the car. You can modify it, but seeing as nothing on the car is tuneable, there's nothing to tune. The suspension, for example, only has one setting, so it can't be tuned. You'd need to replace it with a set of adjustable coilovers or something, which then, could be tuned. But back on topic. Get rid of it. I'd hate to see you just waste your money away. Overal gain, is around 2-3 over the powerband. That puts you at around 117 at the wheels, compared to a GST which makes around 170whp. To get that remaining 60, just to match the car, you're looking at 7-8 grand, easily. And say goodbye to reliability in the process.
