Surging problem on '97 Tracer?

Q: I just bought a '97 Mercury Tracer wagon from the original owner with 34k miles. She is an elderly friend of the family and I remember when she bought the car brand new, so I know the mileage to be correct and that the car wasn't abused. The problem is that when I drive the car and it's not fully warmed up, the engine surges when I let off the gas pedal and coast, at speeds above 40 or so. When I let off the gas, the idle revs down to about 1500rpm as it should, but immediately revs up to about 2200rpm, back down to 1500rpm, back up to 2200rpm, and finally settling back down at 1500rpm. It doesn't seem to do this at all when the car is fully warmed up. There are no warning lights on or anything to indicate a problem other than the symptom. Even though the car has 100k mile tune-up intervals, I decided to do a full tune up just a few hundred miles ago since the car is 10yrs. old. So the problem shouldn't be any issue related to that. What could cause this problem?

A: Car has computer to keep the engine speed up enough, so that the oil can lubricate the engine well, when the car is cold. Nothing to worry about.
