A: i think those have an electonic blower motor controller that can do that ,if it has digital control head there is a self test you can run by holding down to buttons and pushing a third but i could not pull up proceedure,not something you want to try and have corner garage fix,its between control head and blower controller probably and neither will be cheap especially if you guess wrong
