Q: ABS system engaged when road conditions do not warrent system to work.

A: Yes, I know exactly what you are referring to as I have had the same problem with my 1992 Town Car. Rest assured it is only a sensor malfunction and can be very easily bypassed by simply removing the large square ABS fuse which is located in the plastic fuse box in the engine compartment. I believe it is the first fuse (diagram is on owners manual and often on fuse box cover) Just pull it out and the system will revert to non- ABS operation. This is just fine for the car and will not cause any operational problems. You will know the system has been deactivated as the orange light on the left side of the dash will glow steady after you pull the fuse. Good Luck!
