Q: keep in mind lights do work and so does wiper just neither one on high
A: the wipers does have something to do with your lights because the wipers and the dimming and flashing of your lights are in the same switch so the problem would be the switch. one thing to try is lubricate the switch take some WD-40 or any lube and hold the turn signal switch up and spray one quick hit in there then hold it down and spray and then push it down and up doing the same thing and see if that helps. I had problem with mind on my Lincoln and all it needed was to be lubed lightly.
