A: I have owned both a TJ and YJ... I currently have the TJ and love it... As far as picking a particular generation: the TJ perform much better off-road compared to the YJ... not to mention the on road ride... the TJ drives much better then the YJ! As far as being able to tell if this is a good wrangler I would need some specific information. i.e. mileage, how many owners, upgrades, etc...
