They have to offer something of that approximate value to get people to buy cars. GM almost always has a promotion going; just another way of promoting the sale. No one will buy most GM models without this discount. We are used to it now and expect it, so Gm includes it in their pricing 'strategy.' When I sold other items, we could call the discount a senior discount, cash discount, this month only sale, keep-our-employees-busy-in-the-off-season sale, whatever got the job done and appealed to the buyer. But the discount was always around the same, only the name changed.
