A: The problem is in the clock spring located under the steering wheel. It's called a clock spring because it resembles one if taken apart. You're van has a life time recall in it. Simply take it to a Chrysler/Dodge dealer and tell them the problem. They should fix it free. And no, the air bag will not deploy with it like this. It just may not work if you have an accident.
