I have a Acura Integra GSR why does my RPM stay up when shifting to neutral?

Q: When i first start my car my RPM jumps up pretty high and when i shift to neutral while im driving my RPM stays up for a little bit then goes down slowly. I also recently did a head swap and i know my timing isnt off because i already checked that. Im thinking my throttle cable is to tight or something. Does anyone know whats wrong?

A: if it goes down really slowly then something could be wrong in your throttle assembly, my buddy had a problem like that when he upgraded his throttle body
